Elsa Debrief

Elsa caused flooding in downtown Brunswick and after-action explanations blame a lack of preparation on the storm having veered closer to the west side of the city than expected. But, if it rains on the coastal plain and the rivers fill up with water, high tides will always keep them from emptying immediately. So, we have floods in the interior. When the rains arrive is not the time to prepare. Proper preparation involves not building or laying doen impervious surfaces in los-lying areas.
