The U.S. Constitution presumes that individual behavior is good and that causing an injury to another is an aberration. Which suggests that most lawmaking should be focused on the behavior of our agents whose stewardship of our resources has been lax. Finally, humans are not lions and lions do not have menus. Nor, for that matter, are humans a regular part of their diet.
