If we are to preserve wetlands and marshes and mitigate flooding at higher elevations, we need to legislate a prohibition on any kind of building or paving at elevations less than seven feet above sea level, as well as the deposit of fill in any wetland or waters of the state, including ground water, for the purpose of evading that restriction.
